Sanctions and the exit from unemployment in two different benefit schemes

This paper investigates the effect of benefit sanctions on the exit rate from unemployment using a unique set of rich register data on unemployed Finnish individuals. The timing-of-events approach is applied to distinguish between the selection and causal effects of sanctioning. The results imply that the effect of sanctions differs according to the benefits received. Sanctions encourage unemployed individuals receiving flat-rate labour market support (LMS) to find jobs, whereas unemployed individuals receiving earnings-related (UI) allowances to leave the labour force. The aim of this paper is to find the role played by non‐governmental organizations (NGOs) in the implementation of the active labour market policies (ALMPs) of Finland and Sweden, and also the relationship that the NGOs have with the government of the two countries.Design/methodology/approachTwo NGOs were selected in Finland and one NGO was selected in Sweden for the data collection. The impact of periodic interviews on unemployment duration : Evidence from the 2017 Finnish reform

In 2017, a Finnish policy reform intensified the Public Employment Services' practice of periodically interviewing unemployed jobseekers. This study used high-quality administrative data to analyse the effect of interviews on unemployment duration. We used a difference-in-differences approach that exploited regional variations in treatment intensity. Our results show that a 10 percentage point increase in interview probability increased the monthly hazard rate of employment by 3.1 per cent, with the effect being strongest among jobseekers aged 25–34 and jobseekers with a low education level. AbstractThe growing role of civil society organizations (CSOs) in welfare service provision is sometimes portrayed as a threat to welfare state universalism in Nordic societies. In Finland, CSOs co-produce integration services alongside comprehensive official integration programmes, compensating for gaps and shortcomings in those services. We identify three “gaps”, which are (1) limited availability of services in terms of time and target group, (2) lack of direct labour market contacts and (3) limited flexibility to serve individual needs. PurposeThis article deals with the negative emotional consequences of active labour market policies (ALMPs) for long-term unemployed young adults in Finland. Although such policies may have positive effects, an exploration of their negative impacts reveals their problematic side effects.
